浙江共同富裕进程中山区县城建与村建的协调——以莲都、泰顺为例

Coordination of Urban Construction and Village Construction in Mountainous Counties in the Process of Common Prosperity in Zhejiang—Taking Liandu and Taishun as an example

山区县是浙江共同富裕示范区建设的难点和重点,要缩小县域内城乡差距和与其他县市区的差距,必须协调城建与村建。城建应顺应城镇化的趋势,引导交通不便、空心化严重的村庄农民整体搬迁进城,推进中心镇和县城的发展,但要量力而行,不能借债造城和强迫农民。村建的重点是常住人口较多的农业村,其目标是让农村的常住人口(主要是老人)生活更方便,让外出求学者和打工者愿意经常回家休闲,而不是成为城里人的旅游景点;应弥补农村公共服务特别是居家养老服务的短板,而不是锦上添花、造亮点。

Mountainous counties are considered to be the difficulty and key points in the construction of Zhejiang’s Common Prosperity Demonstration Zone.To narrow the gap between urban and rural areas within the county and the gap with other counties,it is necessary to coordinate urban construction and village construction.In line with the trend of urbanization,urban construction should be committed to guiding farmers from villages with inconvenient transportation and serious hollowing to relocate into the city as a whole;meanwhile,promoting the development of central towns and county cities should be kept within the limits of financial capability,without the construction on loans and farmers’relocation by force.The crucial point of village construction lies in the agricultural village with a large permanent population,aiming to make life more convenient for the permanent population in rural areas(mainly the elderly),and to make those who go out to study and work willing to go back home for leisure,rather than becoming a tourist attraction for people in the city merely;thereby,the shortcomings of rural public services,especially home-based care services should be improved,rather than icing on the cake and creating highlights.
