Exploring the Path of Preventing and Resolving Elderly Care Risks through Safe Aging:A Study Based on Shanghai

随着我国经济社会发展进入新发展阶段,上海的老龄化程度不断加深,养老风险日益凸显。基于调查发现,日常照顾陪护、紧急援助及护理等养老服务供给与数字化时代的适老、利老、便老环境营造将有可能成为未来集中爆发的养老风险点。要持续化解养老风险,有必要在健康老龄化和积极老龄化的基础上,进一步推进安全老龄化的理论及政策实践,并以此为构建已然到来的老龄化社会提供坚实的保障。从实践来看,要推动上海安全老龄化的深入发展,就要从设施与服务两个维度着力构建老年友好型生活环境;在提升老年生活质量的同时提高自我效能和获得感;持续改善养老服务营商环境,推动养老产业发展;进一步推动养老服务的社会创新与商业模式创新发展;推进智慧化技术、智能化设施的养老服务应用等。

When China's economic and social development has entered the new development stage,the aging level in Shanghai continues to deepen,and the risk of elderly care is becoming increasingly prominent.Based on the survey findings,the supply of elderly care services such as daily care and accompanying care,emergency assistance,and nursing,as well as the creation of a suitable and convenient environment for the elderly in the digital era,may become a focal risk point for future outbreaks of elderly care.To continuously resolve the risks of elderly care,it is necessary to further promote the theory and policy practice of safe aging on the basis of healthy aging and active aging,and provide solid guarantee for building an aging society that has already arrived.Practically,in order to promote the high-quality development of safe aging in Shanghai,it is necessary to focus on building an elderly friendly living environment from two dimensions:facilities and services;Improve self-efficacy and sense of achievement while improving the quality of life for the elderly;Continuously improving the business environment for elderly care services and promoting the development of the elderly care industry;Further promote the social innovation and business model innovation development of elderly care services;Promote the application of intelligent technology and facilities for elderly care services.
