基本公共教育促进共同富裕的作用方式与价值实现逻辑

摘要 基本公共教育是教育领域促进共同富裕的优先政策选项。在不同学科视角下基本公共教育具有不同属性特征,相应地对促进共同富裕目标实现具有再分配调节、个体能力增长、社会规范传递等多种作用方式。共同富裕要求发挥每一名社会成员的主体作用,这并不能仅仅通过“再分配”形式给予每个个体均等的教育资源予以实现。基本公共教育更重要的价值在于,能否改变具有不同经济社会背景个体的能力差距,能否引导个体获得基于主体作用发挥的社会认同。在实现“人的全面发展”宗旨下,基本公共教育在主体维度、条件维度、目标维度分别从确认个体公民身份、赋予个体门槛发展能力、促进社会认同程度等角度作用于共同富裕目标,在作用过程中形成了身份确认、能力平等、群体认同等既独立发挥作用、又相互依存的价值实现逻辑。基本公共教育对促进共同富裕价值的实现过程,本质上也是基本公共教育促进“人的全面发展”的过程。 Basic public education is a priority policy option in the field of education to promote common prosperity.From the perspective of different disciplines,basic public education has different attributes and characteristics.Accordingly,it has a variety of ways to promote the realization of the goal of common prosperity,such as redistribution adjustment,individual ability growth and social norm transmission.Common prosperity requires the active engagement of every member of society,which cannot be achieved only by giving every individual equal educational resources in the form of“redistribution”.The more important value of basic public education lies in whether and how to change the ability gap of individuals with different economic and social backgrounds,and whether to guide individuals to obtain social identity based on the role of the subject.Under the purpose of“all-round human development”,basic public education plays a role in the goal of common prosperity from the perspectives of confirming individual citizenship,empowering individual threshold development ability,and promoting social identity in the subject dimension,condition dimension and goal dimension respectively.In the process of function,the value realization logic is formed in terms of identity confirmation,ability equality logic,group identity,which play independent roles and are also interdependent.The realization process of basic public education in promoting the value of common prosperity is essentially the process of basic public education in promoting the all-round development of human beings.
