Review of Emergency Management Research in China in Recent 30 Years:Evolution,Core Issues and Agenda Outlook

应急管理现代化是中国式现代化的重要维度。近30年来,中国应急管理研究取得长足进展,经历了孕育萌芽、快速推进、提质增效、系统深化四个发展阶段。为系统把握理论进展,对中国应急管理研究的核心议题进行了梳理评析。为不断深化应急管理实践规律的理论认知,要更加重视国家应急管理制度体系、政策体系、法律体系研究,及时推进数字时代国家应急管理数字化、智慧化转型研究,持续深化风险社会认知研究,加快推动构建中国自主应急管理知识体系。

Modernization of emergency management is an important dimension of Chinese modernization.In the past 30 years,the research on emergency management in China has made great progress,which has gone through four stages:budding,rapid promotion,improving quality and efficiency,and deepening the system.ln order to systematically grasp the theoretical progress,the core issues of emergency management research in China are reviewed.In order to deepen the theoretical understanding of the practice law of emergency management,we should pay more atention to the research of national emergency management system,policy system and legal system,promptly promote the research of digital and intelligent transformation of national emergency management in the digital age,continuously deepen the research of risk society cognition,and accelerate the construction of independent emergency management knowledge system in China.
