社区在突发公共卫生事件治理中的功能及优化路径

The Function and Optimization Path of Communities in the Governance of Public Health Emergencies

进入21世纪以来,城市各类突发公共卫生事件不断发生,给人们的生命财产安全带来了严重的威胁。突发公共卫生事件治理期间,社区通过对各类人员流动情况进行摸排登记、社区多元主体协同治理等措施,对于阻断突发公共卫生事件大面积传播起到了不可替代的关键性作用。但同时也存在社区公共卫生基础设施储备不足、普通居民参与度和认同度不高等问题。为此,提出组建志愿者库、加强社区人员队伍建设以及完善激励问责方式、持续推动社区协同治理工作、引导居民主动健康养生等措施,为社区应急治理提供有效借鉴。

Since the beginning of the 21st century,various sudden public health incidents in cities have been constantly occurring,posing a serious threat to people’s life and property safety.During the governance period of public health emergencies,communities have played an irreplaceable and crucial role in blocking the large-scale spread of public health emergencies through measures such as monitoring and registering the flow of various personnel,and coordinating the governance of multiple entities in the community.However,there are also issues such as insufficient reserves of community public health infrastructure,and low participation and recognition among ordinary residents.To this end,measures such as establishing a volunteer pool,strengthening the construction of community personnel teams,improving incentive and accountability methods,continuously promoting community collaborative governance work,and guiding residents to actively maintain health are proposed,providing effective reference for community emergency management.
