Evaluation of Government Open Data Value Realization Ability Based on Grounded Theory

[研究目的]对政府开放数据价值实现能力评价进行研究,旨在为政府开放数据价值评价研究提供新的评价角度和思路,同时为后续政府数据开放工作指明建设重点,推动政府开放数据的价值实现和可持续发展。[研究方法]该文采用扎根理论作为主要研究方法,使用Nvivo 12plus软件对2014年1月-2022年1月期间与政府开放数据相关的国家级政策文本进行编码,提炼出可用于评价政府开放数据价值实现能力的指标,并通过关键指标筛选和信效度检验论证指标体系的科学性。[研究结论]最终确立的评价指标体系包括直接和间接两个评价维度,包含效益、数据、技术、参与和制度法规5个一级指标及其下的18个二级指标。研究表明:促进开放数据价值实现应重点关注数据质量和数据应用、平台/系统的建设和以信息隐私保护为主的制度法规的建立。

[Research purpose]The purpose of studying the evaluation ability of realizing the value of government open data is to provide a new evaluation angle and idea for the evaluation of the value of government open data,and point out the construction focus for the follow-up work of government open data,so as to promote the value realization and sustainable development of government open data.[Research method]In this paper,grounded theory is adopted as the main research method.Nvivo 12plus software is used to encode national policy texts related to government open data from January 2014 to January 2022 and extract indicators that can be used to evaluate the ability to realize the value of government open data.The scientific nature of the index system is demonstrated through the screening of key indicators and the reliability and validity test.[Research conclusion]The evaluation index system finally established involves direct and indirect evaluation dimensions,including 5 first-level indexes of benefit,data,technology,participation and system and regulations,and 18 second-level indexes.The research shows that to promote the value realization of open data,we should focus on data quality and data application,the construction of platform/system and the establishment of rules and regulations focusing on the protection of information privacy.
