Exploring the Enhancement of Customs Regulatory Efficiency through New Technologies from a“3S”Perspective

“三智”是提升海关互联互通水平,服务“一带一路”高质量发展,响应“全球发展倡议”的重要手段。本课题对标国际先进水平,强化监管优化服务,突出系统观念和问题导向,深化改革创新,贯彻“三智”理念,依托区块链、物联网、人工智能等新技术,应用WCO数据模型和新技术穿透海关事前事中事后监管全流程,打造数据全链融入、监管全程嵌入、展示全景融合、操作全路自动的新型监管模式,全面探索全链条监管进出口货物的路径和国内、边境、国际化应用场景,使监管更严密、服务更便利、制度更创新。

The“3S”initiative—Smart Customs,Smart Borders,Smart Connectivity—is a crucial method for escalating the interconnectivity of customs,servicing the high⁃quality development of the Belt and Road Initiative,and addressing the Global Development InitiativeAligned with the interna⁃tional advanced level,this study reinforces optimized regulation and services,focuses on a systemic ap⁃proach and problem⁃oriented solution and deepens reform and innovationImplementing the concept of“3S”,this study relies on new technologies such as block⁃chain,Internet of Things,artificial intelli⁃gence,etcBy applying WCO data model and emerging technologies across the whole process of customs control,the paper proposes to create a new supervision mode featuring integration and embedding of da⁃ta,display of panoramic integration and automation of operations in the whole processThis extensive exploration paves the way for regulating import and export goods across the entire chainIt spans domes⁃tic,border,and international application scenarios,so as to achieve more strict supervision,more convenient service and more innovative system.
