四川赤水河流域生态屏障安全法治保障研究

Research on the Legal Guarantee of Ecological Barrier Security inSichuan Chishui River Basin

赤水河流域生态屏障是长江上游生态屏障的重要组成部分。为保障四川赤水河流域生态屏障安全,泸州市在“立法”、执法及司法方面采取了系列举措,取得了一定成效,但仍然面临全域共治机制尚不完善、矿山开采遗留问题及石漠化问题严重、执法工作难度大、生态环境补偿机制不健全等问题。为解决以上问题,建议统一赤水河流域相关规划编制,建立区域合作机制及互助机制;引入社会力量参与治理,设立专门的流域管理机构;采取PPP水基金及信托基金模式,制定专项资金管理办法。

The ecological barrier of the Chishui River Basin is an important part of the ecological barrier in the upper reaches of the Yangtze River.In order to ensure the safety of the ecological barrier in the Sichuan Chishui River Basin,Luzhou City has taken a series of measures in legislation,law enforcement and justice,and has achieved certain results,but still faces problems such as the imperfect of co-governance mechanism and ecological environment compensation mechanism,and the Law enforcement is difficult.So it is recommended to unify the relevant planning and preparation of the Chishui River Basin,and implement regional cooperation mechanisms and mutual assistance mechanisms,introduce social forces to participate in governance and set up special river basin management agencies.Adopt the PPP water fund and trust fund model,and formulate special fund management measures.
