国土空间控制性详细规划弹性管控及动态维护机制探讨

Discussion on the Flexible Control and Dynamic Maintenance Mechanism for Regulatory Detailed Planning of Territorial Space

国土空间规划体系下的控制性详细规划(以下简称“控规”)强调实施性,既需要落实国家政策自上而下的传导,同时要面向地方发展需求,应对市场变化,其刚弹性管控问题一直以来都是控规研究的焦点。文章简要梳理阐述了南沙已有弹性管控机制,并结合现有空间规划(控规)一张图更新维护机制和控规第三方审查机制,提出建立控规动态维护评估预警系统的初步建议。

The regulatory detailed planning under the territorial spatial planning system(hereinafter referred to as"regulatory planning")emphasizes implementation,which not only requires the implementation of the transmission of national policies from top to bottom,but also faces local development needs and responds to market changes.The issue of rigid and flexible control has always been the focus of regulatory planning research.This article briefly summarizes and elaborates on the existing flexible control mechanism in Nansha,combines the existing spatial planning(control regulation)map to update the maintenance mechanism and the third-party review mechanism of control regulation,and proposes preliminary suggestions for establishing a dynamic maintenance assessment and early warning system of control regulation.
