The Nationalist Government Army Horse Supplement and Dealt with the Dilemma before the Full-scale Outbreak of Anti-Japanese War

全面抗战爆发前,南京国民政府通过组建马政机构、制订军马补充规定、派员赴华北采购及委托西北诸省代购等方式,补充中央各军事机关及地方驻军马匹,以充实国防军备力量。由于清末民初以来,中国产马业凋敝,再加上因日本蚕蚀华北,蒙古产马主要区域相继陷落,以及购马经费支绌等原因,国民政府军马补充困难重重。国民政府通过改善军马饲养及推进马政建设等举措,以期解决军马补充面临的困境。然而,时值马政按计划推进之际,日本帝国主义发动全面侵华战争,国民政府军马补充愈加困难。

Before the full-scale outbreak of Anti-Japanese War,In view of the need to strengthen national defense,The National Government supplemented the charger of the military organs directly under the central government and the local forces by formulating the legislation related to the charger supplement,sending personnel to North China and enacting the purchase of horses from the northwestern provinces,in order to enrich the national defense military strength.However,due to China's horse production decline in the late Qing Dynasty and the early Republic of China,The social environment of horse production has been destroyed,and both the quantity and quality of horse production in China showed a downward trend.This was compounded by the Japanese invasion of China,the collapse of major areas of the horse production,and the financial strain,which the Nationalist Government had difficulties in the charger supplement.By promoting the construction of horse administration,the Nationalist government hoped to solve the dilemma of the charger supplement.The Japanese imperialists launched the full-scale aggression China,which made the nationalist government the charger supplement more difficulties.
