FRG’s Economic Policy toward GDR during the Kiesinger Administration(1966-1969)

1966年至1969年,面对东西方关系日趋缓和以及德国分裂逐渐固化的现实,基辛格政府对联邦德国的德国统一政策进行了调整。在开启两德高层沟通的同时,联邦德国积极寻求通过经济手段缓和与改善两德关系。为此,联邦德国主动采取有效措施为两德间的贸易松绑,推动双边贸易往来便利化。这一时期联邦德国对民主德国经济政策的调整旨在加强两德间的联系与交流,抑制民主德国的划界政策,同时满足联邦德国企业的利益诉求。基辛格政府对民主德国的经济政策已然成为其德国统一政策的重要一环。尽管受一些政治因素的制约,两德关系尚未实现正常化,但基辛格政府对民主德国经济政策的实践为后任政府留下了宝贵经验。

From 1966 to 1969,faced with the growing East-West detente and the solidified division of Germany,the Kissinger government adjusted FRG’s unification policy.While opening up high-level political communication between East and West Germany,FRG actively seeks to ease and improve the German-German relations through economic means.Therefore,FRG took effective measures to loosen restrictions on intra-German trade and promote trade facilitation.During this period,the adjustment of FRG’s economic policy toward GDR was aimed at strengthening the contacts and exchanges between the two Germanys,restraining GDR’s policy of demarcation,and meeting the economic interests of FRG’s enterprises.The Kissinger government’s economic policy toward GDR has become an important part of its unification policy.Although the German-German relations have not been normalized due to some political factors,the practice of Kissinger government’s economic policy toward GDR has left the subsequent government valuable experience.
