晚清法政人物霍勤燡之经世实践

On the Practice of Huo Qinyi,a Legal and Political Figure in the Late Qing Dynasty

晚清进士霍勤燡系出陕西朝邑县韦林镇宦裔,服膺儒学,敦守节孝,出为循良,文学、事功卓有表见,为近世重要的法政人物。霍勤燡少负才名,光绪十八年散馆后签分刑部候补主事,供职西曹数年,经理刑名业务,培植律学素养,积累谳狱经验,转入经世轨道。光绪二十七年被保奏为道员,捐指甘肃。霍勤燡外任期间,恰逢清末新政,他多受任要差或署理苦缺,推进励官箴、重民事、审刑案、肃军纪等经世实践。朝代更迭后,霍勤燡率领族人保卫乡党,还参与扶危救困、兴学施教、编纂志乘等工作,继续砥砺其经世品格。纵然时局板荡,霍勤燡不忘本心,潜心治事和育人,展现了中国传统士大夫的风骨和坚守。

In the late Qing Dynasty,Huo Qinyi,a successful candidate in the highest imperial examinations,is an official de⁃scendant from Weilin Town,Chaoyi County,Shaanxi Province.He followed Confucianism,maintained filial piety,and was promot⁃ed to a good official.He has outstanding literary and practical achievements,making him an important figure in modern legal and political life.Huo Qinyi,a young and talented person,is appointed as the alternate chief of the Board of Punishments after his fin⁃ish learning from Hanlin Academy in the 18th year of the Guangxu reign.He worked for several years in the Board of Punish⁃ments,managing the criminal cases,cultivating legal literacy,accumulating experience in trial,and transitioning to the direction of practical application.In the 27th year of the Guangxu reign,he was appointed as a Daoyuan and donated to Gansu Province.During his tenure as an outside official,Huo Qinyi met with the New Reform in the late Qing Dynasty.He often suffered from im⁃portant task or hard work,promoting practical practices such as encouraging officials,valuing civil affairs,trialing criminal cases,and enforcing military discipline.After the change of dynasties,Huo Qinyi led his clan members to defend the township party,and also participated in assisting in crisis relief,initiating education,and compiling Local chronicle,continuing to hone his character in the world.Despite the turbulent current situation,Huo Qinyi never forgot his original intention,devoted himself to governing and educating people,and shew the character and perseverance of traditional Chinese literati.
