摘要
为提高森林火灾风险分级监管的准确性和科学性,实现森林火灾风险精准监管,提出了森林火灾风险分级标准和监管模式。首先,借助霍尔三维结构模型,从时间维、逻辑维和知识维三个角度构建了森林火灾风险分级监管的系统框架;其次,在风险矩阵理论的基础上,引入敏感性维度,综合考虑发生可能性、后果严重性和敏感性,构建了森林火灾风险的“三维”分级模型,确定了森林火灾风险分级标准;最后,按照戴明循环管理模式,构建了森林火灾风险分级监管模式,包括策划、实施与运行、检查和改进四个模块。森林火灾风险分级监管模式对于提高森林火灾分级监管水平,预防森林火灾事故具有指导意义。
In order to improve the accuracy and scientificity of classification supervision of forest fire risk and realize accurate regulation of forest fire risk,the classification standards and supervision mode of forest fire risk were proposed.Firstly,with the help of Hall's three-dimensional structure model,the system framework of forest fire risk hierarchical supervision was constructed from the perspectives of time dimension,logic dimension and knowledge dimension.Secondly,on the basis of the risk matrix theory,the sensitivity dimension was introduced,and the possibility of occurrence,severity and sensitivity of consequences were comprehensively considered.A"three-dimensional"classification model of forest fire risk was constructed,and the classification standard of forest fire risk was determined.Finally,according to the Deming cycle management mode,the forest fire risk hierarchical supervision mode was constructed,including planning,implementation and operation,inspection and improvement of four modules.The classification supervision mode of forest fire risk has guiding significance for improving the classification supervision level of forest fire and preventing forest fire accidents.
