边疆民族地区生态振兴在巩固拓展脱贫攻坚成果同乡村振兴有效衔接中的实践探索研究——以广西L县为例

Practical Exploration and Research on Ecological Revitalization in Frontier Ethnic Areas in the Effective Connection between Poverty Alleviation and Rural Revitalization——A Case Study of L County,Guangxi

2020年我国已经全面打赢脱贫攻坚战,现阶段任务已经转变为如何巩固拓展脱贫攻坚成果同乡村振兴的有效衔接,全面推进乡村振兴。生态振兴关乎着“三农”和生态文明建设,是乡村振兴的基础性保障,对巩固拓展脱贫攻坚成果同乡村振兴的有效衔接起着十分重要的作用。广西L县一直以来立足于“生态立县、绿色发展”战略,在生态环境、农业产业、人居环境等方面依托生态优势助力乡村生态振兴。然而,边疆民族地区生态振兴还面临着理念、产业、资源、制度等多方面困境,理应通过根植生态理念、促进产业升级、强化资金投入、健全治理体制等路径助力乡村生态振兴。

This paper discusses the practical exploration and research on ecological revitalization in frontier ethnic areas,focusing on the effective connection between poverty alleviation and rural revitalization.The case study is conducted in L County,Guangxi.With China successfully winning the anti-poverty battle in 2020,the current task is to consolidate the results of poverty alleviation and promote comprehensive rural revitalization.Ecological revitalization,which encompasses agriculture,rural areas,farmers,and the construction of ecological civilization,plays a vital role in connecting these two objectives.L County in Guangxi has been implementing the strategy of"ecological county,green development"to support rural ecological revitalization.It capitalizes on its ecological advantages in terms of the environment,agricultural industry,and human settlements.However,ethnic minority areas in border regions still face challenges in terms of ideas,industries,resources,and systems regarding ecological revitalization.To achieve the effective connection between poverty alleviation and rural revitalization,it is important to embrace the ecological concept,promote industrial upgrading,strengthen capital investment,and improve the governance system.These measures will help facilitate rural ecological revitalization in ethnic minority areas.
