广东省大中型灌区改造与高标准农田建设协同推进问题与对策研究

Research on Problems and Countermeasures of Coordinated Promotion of Large and Medium-sized Irrigation District Reconstruction and High-standard Farmland Construction in Guangdong Province

根据水利部及广东省水利厅的相关部署,针对广东省大中型灌区改造与高标准农田建设协同推进工作中存在的数据底数不清晰、协同机制不健全、信息共享不通畅等问题,提出协同推进大中型灌区改造与高标准农田建设的有效对策措施。通过对大中型灌区改造、高标准农田建设、乡村振兴、粮食安全等相关政策梳理分析,结合对广东省珠三角、粤东、粤西、粤北地区的典型灌区及高标准农田现场调查研究,找到制约协同推进在建设和管理方面的问题并发掘全省各地的协同经验,为两者协同推进提出在协同项目库建立、协同机制构建、统筹灌区改造需求等方面的建议。

According to the relevant deployment of the Ministry of Water Resources and the Department of Water Resources of Guangdong province,in order to solve the problems of unclear data base,unsound coordination mechanism and UNSMOOTH information sharing in the coordinated promotion of large and medium-sized irrigation district reconstruction and high-standard farmland construction in Guangdong province,the effective countermeasures of promoting the transformation of large and medium-sized irrigation areas and the construction of high-standard farmland are put forward.Based on the analysis of relevant policies,such as large and medium-sized irrigation district reconstruction,high-standard farmland construction,rural revitalization,food security,etc.,combined with the investigation of typical irrigation areas and high-standard farmland in the Pearl River Delta,east,west and north of Guangdong province.To find the problems that restrict the coordinated advancement in construction and management and to explore the coordinated experiences of the whole province,the suggestions and measures on the establishment of Cooperative Project Database,Some suggestions are put forward on the establishment of cooperative project base,cooperative mechanism and overall planning of irrigation district reconstruction needs.
