党建引领、组织联动与文化赋能——动拆迁安置社区公共治理的一种行动路径

Party Building Guidance,Organizational Linkage,and Cultural Empowerment—An Action Path for Public Governance in Demolition and Resettlement Communities

学界认为社会资本、国家治理与社会联动、空间生产是社区公共治理形成的重要动力,但是这些研究大多忽视了组织与文化因素对社区公共治理的影响。本文借助扎根理论,以S动拆迁安置社区的治理案例为切入点,剖析动拆迁安置社区公共治理的生产机制,归纳出影响公共治理形成的主导因素,并构建了公共治理的理论模型。党建引领与组织联动是核心范畴,党建引领在治理资源的支持下,通过多种组织联动参与社区公共事务,凝聚内生性力量,借助治理资源与文化赋能,解决社区治理困境,形成社区团结,实现了社区公共治理的良性运行,提升了社区的治理效能,进而建立起社区的善治久安。

The academic community believes that social capital,national governance and social linkage,and spatial production are important driving forces for the formation of community public governance,but most of these studies overlook the impact of organizational and cultural factors on community public governance.With the help of Grounded theory,this paper analyzes the production mechanism of public governance in the resettlement community,summarizes the leading factors that affect the formation of public governance,and constructs a theoretical model of public governance,taking the governance case of the resettlement community of S Movement as the starting point.The leadership of party building and organizational linkage are core areas.With the support of governance resources,the leadership of party building participates in community public affairs through the linkage of multiple organizations, condenses endogenous forces, uses governance resources and cultural empowerment, solves the dilemmaof Community Governance, forms community solidarity, realizes the benign operation ofcommunity public governance, improves the governance efficiency of the community,and then establishes good governance and long-term security of the community.
