新时代背景下助残社会组织的现状、特征与展望

The Current Situation, Characteristics, and Prospectsof Social Organizations for the Disabled inthe New Era

助残社会组织是残疾人公共服务的重要提供者,是推进我国残疾人全面发展的关键力量。本文通过梳理助残社会组织现状、类型概貌和运作特征,发现该类组织存在服务供需缺口巨大、城乡区域发展差距明显,工作人员专业水平参差不齐、服务质量效益不高,资金筹措渠道有限,造血能力弱等问题和挑战。在新时代背景下,面对残疾人服务需求加快增长的新形势,助残社会组织迎来诸多发展机遇。

Social organizations for the disabled are important provider of public services and key force in promoting comprehensive development of the disabled in our country.By investigating through the current situation,types,and operational characteristics of social organizations for the disabled,this paper finds that there are some problems and challenges in these organizations,such as,a huge gap between the supply and demand of disability services,significant disparity between urban and rural areas,varying professional level of staff,no high quality or efficiency in services,limited financing channels,and weak hematopoietic capacity.With the accelerated growth in the demand of disability services, the organizations for the disabled will have many opportunities fordevelopment in the new era.
