摘要
自贯彻落实《关于建立实施汽车排放检验与维护制度的通知》精神以来,主管部门对超标排放车辆治理的政策法规、联防共治、闭环管理等方面取得显著进展,但是,I站与M站联动联治理念不到位、超标车辆维修治理合格率偏低等短板显现。从实施I/M制度的核心理念、本质要求出发,在深入分析目前I站信息不完整、利用不充分等问题的基础上,就畅通信息共享渠道、丰富车辆检验信息及提升排放超标车辆故障诊断能力等3方面提出了对策建议,以期为多部门联动联制、深入打好蓝天保卫战提供新思路。
Since the implementation of the spirit of Notice on Establishing and Implementing the Vehicle Emission Inspection and Maintenance System,the competent authorities have made significant progress in the policies and regulations,joint prevention and control,and closed-loop management of vehicles with excessive emissions.However,several problems have appeared,including the lack of joint governance concept between I station and M station,and the low qualified rate of maintenance and management of vehicles exceeding standard,etc.Based on the core concept and essential requirements of implementing the I/M system,the problems of incomplete information and insufficient utilization of I station were deeply analyzed.The countermeasures and suggestions were proposed from three aspects:unblocking information sharing channels,enriching vehicle inspection information,and improving the fault diagnosis ability of vehicles with excessive emissions.The research results have important practical significance for improving the governance capacity of diesel vehicles exceeding the emission standard and provide new ideas for the joint system of multiple departments to protect the environment.
