法语国家组织的法语推广举措及其对中文国际传播的启示

Initiatives of Promoting French by the International Organization of La Francophonie and Suggestions for the International Communication of Chinese Language

法语国家组织以“维护法语的世界地位”为重要宗旨,长期致力于法语推广。本文系统梳理其推广法语的举措,发现该组织主要通过提供法语培训资源、发布法语应用监测报告、建设法语国际传媒品牌、召开法语国际会议、搭建法语交流平台等渠道推广法语。这些举措呈现多元化、技术化、注重特殊群体的语言融入、注重法语在专业领域的应用、注重顶层设计与本地化项目的融合等特点,但该组织面临推广法语目标逐渐弱化、组织内部出现分歧、对外部组织依赖度较高等挑战。这些发现启示我国应当充分发挥国际组织的作用,并通过打造中文国际媒体品牌、加强数字技术资源的建设与运用、提供精准的高质量语言服务等多重途径推动中文国际传播,进而提升中文国际影响力。

The International Organization of La Francophonie(OIF)has long been committed to the promotion of French with the important purpose of"maintaining the status of French in the world".This paper systematically reviews its initiatives to promote the French language,and finds that the organization mainly promotes French by providing training resources,publishing French application observation reports,building international media,holding international conferences,and establishing French communication platforms.These initiatives are characterized with diversified functions,special attention to vulnerable groups,and wide application of digital technology.However,the organization faces challenges such as gradual weakening of the objective to promote the French language,deviations in the perception of promoting the French language within the organization,high dependence on other organizations.These findings bring insights for the international communication of the Chinese language.China can improve the international influence of the Chinese language and expand the scope of Chinese international communication by building Chinese international media brands,providing digital learning resources,cooperating with international organizations,providing personalized language training to meet diverse demands and developing Chinese international communication networks.
