《中共中央国务院关于加快建设全国统一大市场的意见》中提出,“在有效保障能源安全供应的前提下,结合实现碳达峰碳中和目标任务,有序推进全国能源市场建设。”未来,碳交易市场建设是全国统一能源大市场建设进程中的关键问题之一。以大型集团企业碳管理体系建设实践经验为出发点,描述了碳管理体系的基本概念、创新性、开展的必要性,以及实践过程的关键环节、思路、效果,并提出了改进意见。从企业的角度,强化“双碳”管理,探索落实“双碳”工作新途径,将节能降碳的理念贯穿企业生命周期内。碳管理体系作为减碳的管理手段之一,为开展碳管理体系建设工作提供借鉴和参考,为建设全国统一能源大市场、碳交易市场提供设计思路。
