基于多中心治理理论的城市绿色出行治理水平提升研究

Study on the Improvement of Urban Green Travel Governance Level Based on the Polycentric Governance Theory

本文主要基于多中心治理理论研究如何推动城市绿色出行治理水平提升。通过对各省政策文本进行分析,将其划归两种治理理念取向,即“政府主导,社会被动”和“政府主导、社会主动”两种形态,从而在此基础上提出绿色出行治理水平提升的措施:重视并培育社会多元治理主体;创造有利于主动参与的环境;多元治理主体间的互动、监督机制。

This paper focuses on how to promote the improvement of urban green mobility governance based on the polycentric governance theory.By analyzing the policy texts of each province,we categorize them into two governance conceptual orientations:"government-led,social passive"and"government-led,social active".On this basis,we propose measures to improve the level of green mobility governance:emphasize and cultivate multiple governance subjects in society;create an environment conducive to active participation;and create an interaction and supervision mechanism among multiple governance subjects.
