新时代城市大学的合理蕴涵探析

The Rational Implication of City University in the New Era of Socialism with Chinese characteristics

改革开放特别是中国特色社会主义进入新时代以来,一批以所在城市冠名、以所在城市为服务对象的高校应运而生,大家将其称之为“城市大学”。对于怎么界定和认识城市大学,学术界有三种来自西方的实践与理论的方法论原型,即从高等教育史的角度强调城市大学的世俗化、市民化,从服务职能出发强调城市大学服务城市经济社会发展,从城市与社会的关系入手强调城市与城市大学的共生促进。在当代中国,新时代的城市大学在概念属性上体现为一种大学理念与教育思潮,而不是一种大学类型;在管理体制上遵循着举办者行使权力与履行义务的原则;在服务面向上强调全面服务所在城市区域经济社会发展。这解决了实践中因城市大学公办或民办性质不同导致的认识分歧,理论上因冠名城市或服务面向城市导致的二元论争,在核心概念上廓清了实践带来的各种“迷雾”。当前,城市大学要从发展理念推进到发展模式,在推进中国式现代化进程中为城市现代化建设提供人才支撑,在坚持中国特色城市发展道路中统筹城市大学的良性互动与持续发展,在推进中国式高等教育现代化中彰显城市大学的共同特征与中国特色。

Since the reform and opening up,especially since Socialism with Chinese characteristics has entered a new era,a number of colleges and universities named after their cities and serving their cities have emerged,which are known as“city universities”.There are three methodological prototypes from Western practices and theories in the academic community on how to define and understand city university.That is,from the perspective of the history of higher education,it emphasizes the secularization and citizenization of the city university,emphasizes the service function of the city university to serve the economic and social development of the city,and emphasizes the symbiotic promotion of the city and the city university from the relationship between the city and society.In contemporary China,urban universities in the new era are reflected in their conceptual attributes as a university concept and educational trend,rather than a type of university;Adhering to the principle of organizers exercising power and fulfilling obligations in the management system;Emphasize comprehensive service for the economic and social development of the urban area in terms of service orientation.This has resolved the differences of understanding caused by the different nature of the city university s public or private operation in practice,and theoretically the dualistic controversy caused by naming the city or serving the city,clearing up various“mists”brought about by practice in terms of core concepts.At present,City University should move from the development concept to the development model.City university should provide talent support for urban modernization in the process of promoting Chinese path to modernization,coordinate the benign interaction and sustainable development of city university in adhering to the path of urban development with Chinese characteristics,and highlight the common characteristics and Chinese characteristics of city university in promoting the modernization of Chinese-style higher education.
