摘要
玻利维亚北部出海物流走廊由玻利维亚、秘鲁两国不同轨距的铁路及的的喀喀湖水运3部分组成。为提高运输效率,优化作业流程,采用理论分析、技术经济比选等方法,总结既有走廊存在的主要问题,拟定规划原则。经比选,货物运输采用跨境运输通用的集装箱方式,过湖水运改用作业效率更高、流程更规范的集装箱船过湖方式。提出了走廊运输组织方案,对港口建设方案进行了研究。玻利维亚、秘鲁两国铁路均维持既有技术标准不变,进行简单更新改造。本规划较好地解决了既有物流走廊存在的问题,提出的规划方案工程投资省,运输效率高。
The Northern Bolivia logistics corridor to the sea consists of three parts,which include railways with different gauge in Bolivia and Peru and the water transport in Lake Titicaca.To improve the transportation efficiency of the corridor and optimize the operation process,various methods such as theoretical analysis and cost-benefit analysis were employed to identify the main issues in the existing corridor and establish planning principles.Following the analysis,it is recommended to use standard the container method for cargo,which is commonly used for cross-border transportation.Additionally,for the lake transportation,it is suggested to shift to a more efficient and standardized container ship operation.This paper proposed a corridor transportation organization plan and studied the port construction plan.Both the railways of Bolivia and Peru are to maintain the existing technical standards with minor updates and modifications.This plan effectively addressed the issues existing in the logistics corridor and offer a cost-effective solution with high transportation efficiency.
