摘要
开展青年发展型城市建设是为了给青年人才提供更好的成长环境,进一步提升人才对地区发展的智力支持作用。运用PMC(政策一致性)指数模型的政策评价方法,对东北地区青年发展型城市现行的人才政策进行分析,并与高人才指数城市的人才政策做对比分析。研究发现,东北地区青年发展型城市的人才政策整体较为科学合理,对地区人才队伍建设具有一定的指导作用,但在人才晋升、金融支持与海外人才引进等方面还存在欠缺。在此基础上,提出完善人才政策的对策建议。
Youth development city construction is carried out to provide a better growth environment for young talents and to further enhance the role of talents in intellectual support of the region development.Using the policy evaluation method of PMC(policy modeling consistency)index model,the current talent policies of youth development cities in Northeast China and compared them with the talent policies of cities with high talent index is analyzed.The study found that the overall talent policies of youth development cities in Northeast China are relatively scientific and reasonable,and have a certain guiding effect on the construction of regional talent teams.However,there are deficiencies in talent promotion,financial support and overseas talents introduction.Based on this,countermeasure suggestions for improving talent policies are proposed.
