基于两个细则的火储联合一次调频控制策略 被引量:1

摘要 常规机组一次调频性能是电力系统频率安全的基本条件,对其进行考核是保证电力系统运行安全性的重要工作之一。目前,火电机组存在一次调频不合格率较高的问题,面临严重的考核压力。针对这一问题,开展火储联合参与一次调频的研究,设计联合调频控制策略使得机组运行能够满足考核要求。首先,结合我国能源局各区域监管局颁布的“两个细则”,分析火电机组一次调频考核要求的实质;并以满足考核要求为目标,提出了一种火电机组配置快速响应储能的火储联合一次调频方案和控制策略,其中控制策略的核心参数根据机组实际运行的历史数据来确定。算例分析表明,实施该控制策略后火电机组可以大大提高一次调频的考核合格率,具有良好的工程应用价值。 The primary frequency regulation performance of conventional units is a fundamental condition for frequency safety in the power system,and its assessment is one of the important tasks to ensure the operational safety of the power system.At present,there is a high failure rate of primary frequency regulation in thermal power units,which faces serious assessment pressure.In response to this issue,the joint participation of fire storage in primary frequency regulation is researched,and a joint frequency regulation control strategy is designed to ensure that the unit operation can meet the assessment requirements.Firstly,Combined the two detailed rules issued by the regional regulatory bureaus of China's Energy Administration,the essence of the assessment requirements for primary frequency regulation of thermal power units is analyzed;meanwhile,with the goal of meeting the assessment requirements,a joint primary frequency regulation scheme for thermal power unit configuration fast response energy storage and control strategy are proposed.The core parameters of the control strategy are determined based on the historical data of the actual operation of the unit.Case analysis shows that the implementation of this control strategy can greatly improve the qualification rate of primary frequency regulation assessment for thermal power units,and has good performance and engineering application value.
