深化营商环境改革是适应新时代发展要求,激发市场活力、促进企业成长壮大和高质量发展的逻辑选择。世界银行营商环境评估体系的改进变化,为全球新一轮评估提供了新视角新基准。目前我国营商环境已明显改善,但与营造一流营商环境的要求相比,与市场主体的期盼相比,与世界银行新评估体系的基准相比,还存在差距和不足,仍有较大改进空间。因此,需要加快营商环境重点领域改革,在促进市场公平竞争、建设可预期的法治环境、扩大制度型开放和数字化应用等方面取得新突破。

Further reform of business environment is to meet the requirements of new era,is kind of logic choice to stimulate enterprise growth and high qualified development.The changes of evaluation system by World Bank has provided new perspective and new standard for new round evaluation.Presently,business environment in China has got obviously improvement,but in comparison to the requirements of building first class business environment,to the expectations of market main players and to the basic standard of new evaluation system by World Bank,still existing some insufficiency and room for improvement.So it need to quicken reform of business environment in key areas,to achieve new breakthrough in improving market fair competition,in building expectable legal environment,in expanding institutional opening and digital application,etc.
