大藤峡工程风险管控“六项机制”实践应用

摘要 大藤峡水利枢纽工程准备期、筹建期、主体工程施工期“三期叠加”,工程建设与生产运行交织,安全风险管控难度大。分析了工程面临的主要安全风险,结合风险类型及风险管控“六项机制”要求,构建了包含查找、研判、预警、防范、处置、责任机制的大藤峡工程风险管控“六项机制”体系及安全管理平台,介绍了平台的框架及应用效果。 Datengxia Water Conservancy Hydropower Project experienced the overlapping of three periods of preparation,early-stage work and construction of main structures,and interweaving of project construction,operation and production,which resulted in challenges with risk control.The main risks associated with project safety are analyzed.Depending on the types of risks and requirements of the“six mechanisms”for risk control,a system of six mechanisms and a safety management platform are established for risk control in the Datengxia Project.The mechanisms include risk identification,judgment,early warning,prevention,treatment and accountability system.The framework and application results of the platform are also introduced.
