高校实验动物伦理管理系统的开发与应用——以浙江大学为例

Development and Application of Laboratory Animal Ethics Management System in University Scientific Research Management:Taking Zhejiang University as an Example

目前在实验动物领域开发应用的多数系统尚较少涉及实验动物使用过程中的伦理和福利管理,且大部分系统并不能完全满足当下高校实验动物伦理管理的要求。因此,基于高校实验动物伦理管理中实验项目种类庞杂、专业性要求高,基金申报量大、时效性要求强,以及动物伦理委员会组织构架庞杂、统筹工作难度大的特殊性,以浙江大学为实例,通过分析服务对象的环境和需求,聚焦高校实验动物伦理审批程序、批准后动物伦理监督和项目终结等环节,构建以数字化全流程监控为核心的动物伦理管理系统(AEMS系统)。AEMS系统包括对申请者开放功能的前台,对秘书、评审者与监督者开放功能的后台,以及链接上游实验人员培训系统与下游实验动物饲养管理系统的两个信息接口。通过随机发放调查问卷,从申报环节、审批环节、系统界面、系统稳定性、技术支持、运行效果6个维度,调查用户对AEMS系统自2020年运行至今的使用满意度,结果显示用户的总体满意度为94.31%,总体评分为4.48分。最后提出随着我国动物伦理学的不断发展,AEMS系统今后需要不断提升功能性与用户体验感,包括提高申请者提交申请效率和评委与申请者之间的沟通效率,加强伦理委员会内部交流,以及建立伦理审核标准和知识库等建议。

Currently,most of the systems developed and applied in the field of laboratory animals have relatively limited consideration of the ethical and welfare management during the use of animals.Furthermore,the majority of these systems do not fully meet the requirements of laboratory animal ethics management in universities.Therefore,based on the particularities of animal ethics management in university,such as the complexity of projects,the high level of professionalism,the large volume of fund applications,the strong requirement for timeliness,and the complexity of the organizational structure of the university animal ethics committees,taking Zhejiang University as an example,a digitalized Animal Ethics Management System(AEMS system)has been constructed by analyzing the environment and needs of the service targets.The AEMS system focuses on various aspects of university animal ethics management,such as the approval process,post-approval monitoring,and project termination,etc.It centers around digitalized full-process monitoring and consists of a front-end open to applicants,a back-end open to secretaries,reviewers,and supervisors,and two information interfaces connecting the upstream experimental personnel training system and the downstream experimental animal management system.By distributing surveys randomly,the overall user satisfaction with the AEMS system since its operation in 2020 has been investigated in terms of six dimensions:application process,approval process,system interface,system stability,technical support,and operational efficiency.The results indicate that the overall user satisfaction is 94.31%,with an overall rating of 4.48 points.In conclusion,with the development of laboratory animal ethics in China,the AEMS system will be continuously improved in its functionality and user experience,which includes enhancing the efficiency of applicant submissions and communication between reviewers and applicants,promoting internal communication within ethics committees,and establishing ethical review standards and knowledge databases,etc.
