科学技术并非中立,而是承载着价值,成为伦理的研究对象。二战以来,科技伦理愈发受到世界关注,各科技强国也陆续加强科技伦理治理。时至今日,科技伦理呈现新的态势,尤其是高技术产业发展的科技伦理新特征为科技伦理治理带来新问题。近年来,随着高技术产业发展,我国也提升了对科技伦理治理的重视程度。基于高技术发展中存在的伦理治理特点,应将科技伦理治理的主体从创新主体延伸至产业主体,不仅在科技创新中全流程监管,还应在科技成果的使用中落实伦理原则,实践伦理治理,建立更广义的科技伦理治理体系。

Science and technology are not neutral,while carried with value.Therefore,it becomes the target audience of ethics.Since World War II,the issue of science and technology ethics has received increasing attention,and various technological powers around the world gradually strengthened their governance of technological ethics.Today,the ethics of science and technology show a new trend.The new characteristics of technological ethics in the development of high-tech industries have also brought new problems to the governance of technological ethics.In recent years,with the development of high-tech industries,China has also attached increasing importance to ethical governance in science and technology.In response to the characteristics of ethical governance in the development of high-tech,the main body of scientific and technological ethical governance should be expanded from the innovation subjects to the industrial subjects.Not only the the entire process of scientific and technological innovation should be regulated,but also the ethical principles should be implemented in the use of scientific and technological achievements,ethical governance should be practiced,and governance levels should be improved to a broader scientific and technological ethical governance system.
