良法善治的逻辑起点和根本动力是国家治理现代化的时代要求和伟大实践,两者之间的逻辑关系和内在机理,集中体现在制度、价值和能力三方面。良法善治包括丰富而深刻的内涵,其中法治有权威是良法善治的前提,良法与善治之间的同质、同步是其核心要求,具体衡量要素是其判断标准。面对国内国际两个大局和推进中国式现代化进程的历史任务,必须加快良法善治建设,即坚持党对社会主义法治的领导,构建良法之治的法治体系,完善德法共治的国家治理,发挥规划的统筹推动作用。

Requirements of the times and great practice of national governance modernization are the logical starting point and fundamental driving force of good law and good governance,and the logical relationship and inner mechanism between them are concentrated in three aspects:system,value,and ability.Good law and good governance have rich and profound connotations.Rule of law with authority is the basis for good law and good governance.Homogeneity and synchronization between good law and good governance are the core requirements.Specific measurement elements are the judgment criteria.It is imperative to hasten the development of good law and good governance in order to promote Chinese-style modernization in the face of the unprecedented changes at home and abroad.We must adhere to the CPC's leadership of the socialist rule of law,create a system of good law,enhance national governance of morality and law,and leverage the coordinating and promoting role of planning.
