“国家在场”视域下我国警察体育实践逻辑与发展前瞻

Research on the Practical Logic and Development Prospect of Chinese Police Sports under the“National Presence”

“国家在场”是推动中国警察体育发展的重要动因之一。我国警察体育的飞跃式发展得益于国家意志的政策支撑和精准治理。基于文献资料法、专家访谈法,首先对警察体育的“国家在场”相关概念进行了界定,并梳理了新中国成立后我国警察体育三大发展方向中“国家在场”的实践理路,进而总结出中国警察体育的实践逻辑。具体包括:以国家意志为导向,紧跟社会发展需求;以警员全面发展为内生动力,强化警察生命健康保障;以警体教育改革为着力点,促进警体发展的科学引领;以警务实战为建设目标,提升警察体育的应用效能。新时代中国警察体育发展,应以“生命本体观照”为新定位、以“国家-底层”共同在场为新格局、以“夯实基础,质效双增”为新思路。

“National presence”is one of the important reasons to promote the development of Chinese police sports.The rapid development of Chinese police sports has benefited from the policy support and precise governance of the national will.Through the methods of literature and expert interview,the research first defines the relevant concepts of“National Presence”of police sports,combs the Governance Way of“National Presence”under the three dimensions of police sports after the founding of new China,and then summarizes the practical logic of Chinese police sports,specifically,guided by the will of the state and closely following the needs of social development;take the all-round development of police officers as the endogenous driving force to strengthen the protection of police life and health;take the reform of police physical education as the focus to promote the scientific guidance of the development of police physical education;take the actual combat of police affairs as the construction goal to improve the application efficiency of police sports.Finally,it puts forward the new orientation of“life noumenon”in the development of Chinese police sports in the new era,the new pattern of“state-bottom”co presence,and the new idea of“consolidating the foundation and increasing both quality and efficiency”.
