国际先进水平高职专业群的特征、要素与建设路径

“双高计划”提出,到2035年,一批高职学校和专业群达到国际先进水平。建设国际先进水平高职专业群,先要弄清楚其特征、要素,才能从整体上把握,寻找建设路径。国际先进水平专业群的特征体现在聚集了一大批专家大师、培养了一大批经济战线上的杰出技术技能人才、产出了一大批教学与技术研发成果,为经济社会发展提供高质量高水平服务,发挥了引领国际国内高职教育发展的作用,为世界高职教育的发展贡献中国方案和智慧。这些“亮闪闪”的特征浸润在专业群内具有国际先进水平的要素里。国际先进水平专业群具有区域优势产业链、行业地位崇高的教师团队、深受业界欢迎的世界一流课程、培养杰出技术技能人才的培养模式、政产校企深度融合的命运共同体和高水平实验实训条件。具备了这些要素,专业群就能达到国际先进水平。国际先进水平专业群的建成需要国家、地方及高水平专业群建设学校系统谋划,建立落实专业群要素建设的规划体系,政府层面要以问题为导向,解决影响高水平专业群建设的关键问题,学校层面要以成果为导向,凝心聚力做强高水平专业群要素,加强过程管控,全面监测高水平专业群建设进度与成效。

To build specialty groups with international advanced level(IASG),their characteristics and factors should be found out at first,and then constructive routes can be sought out and taken grasp on the whole.The factors of IASG specialty groups are embodied in gathering multitudes of experts and masters,cultivating groups of outstanding technicians on the economic front,generating piles of teaching and technological R&D acquisitions,providing service of high quality and level for socioeconomic development,guiding the development of domestic and international higher vocational education,and contributing Chinese solutions and wisdom for the progress of global higher vocational education.The System Theory considers that factors mainly have systematic parts,conditions,inputs and outputs.Therefore,it is analyzed that specialty groups with international advanced level have authorized,noble and globally influential faculty groups,world first-class courses welcomed by trade,training modes cultivating excellent technicians,the community of a shared future with deeply integrated government and enterprise,and high-level experimental training conditions.Qualified with these factors,specialty groups can achieve international advanced level.The build-up of IASG demands systematic scheme by schools constructing national,local and high-level specialty groups,and the implementation and establishment of planning system applied to construct factors of them.To achieve the goal,oriented by problems,governments should solve key influential issues of constructing high-level specialty groups.Oriented by performance,schools should cohere to strengthen factors of high-level specialty groups,reinforce process control,and supervise the schedule and achievement of the construction of high-level specialty groups.
