如何抑制区际隐含碳转移:基于国内价值链嵌入视角

How to Suppress Interregional Embodied Carbon Transfer?——From the Perspective of National Value Chain Participation

抑制国内地区间隐含碳转移对实现“双碳”目标至关重要,探究国内价值链嵌入对区际隐含碳转移的影响可为中国碳减排提供新思路。本文利用2012年、2015年和2017年中国区域间非竞争型投入产出表,将地区隐含碳排放按照最终消费吸收地分解至双边层面,探究了国内价值链不同嵌入模式对区际隐含碳转移的异质性影响。研究发现:嵌入国内价值链能够显著抑制区际隐含碳转移,前向嵌入模式存在减排效应,后向嵌入模式存在增排效应;提升本地“低碳技术优势”是前向嵌入模式抑制区际隐含碳转移的重要渠道,但需警惕“中部塌陷”问题;产业集聚效应与低碳技术创新效应驱动了后向嵌入增排效应“边际递减”的非线性特征。本研究从优化国内分工模式的角度,为推进“双碳”目标进程提供了新的政策着力点。

Inhibiting the embodied carbon transfer between domestic regions is crucial for achieving the carbon peaking and carbon neutrality goals.Exploring the impact of national value chain participation on interregional embodied carbon transfer can provide new ideas for China's carbon reduction.This article uses the domestic interregional input-output tables in 2012,2015,and 2017 to decompose regional embodied carbon emissions into bilateral levels based on the final consumption absorption,and explores the heterogeneity impact of different participating models in the national value chain on interregional embodied carbon transfer.Research has found that participating in the national value chain can significantly suppress interregional embodied carbon transfer,with forward participation models having reduction effect and backward participation model having increase effect.Enhancing the local advantage of low-carbon technologies is an important channel for the forward participation model to suppress interregional embodied carbon transfer,but it is necessary to be vigilant against the problem of"central collapse".The industrial agglomeration effect and low-carbon technological innovation effect drive the nonlinear characteristic of backward participation emission increasing effect with"marginal decreasing".This study provides new policy focus for promoting the process of carbon peaking and carbon neutrality goals from the perspective of optimizing the domestic division of labor model.
