推行农民相对集中居住存在的问题与对策研究

为促进城乡协调统筹发展,近年来我国大力推进新农村建设。农民相对集中居住是一项由政府推动的工程,通过鼓励农民集中居住的方式,实现农村居民的城镇化,可以降低人口转移的成本和时间,加速农村和城市边缘地区居民的市民化进程。农民相对集中居住是国家乡村振兴战略的重要内容也是实现城乡一体化的重要途径,其既能提升农民居住品质,同时也有利于破解大都市发展空间瓶颈与建设用地指标趋紧双重难题。该文通过对推行农民相对集中居住产生的问题进行分析,提出改善提升农民参与感、提升完善补偿制度、完善公共服务建设和加强对集中居住区管理等建议,希望能够影响加快整体工作的实行。

In order to promote the coordinated and overall development of urban and rural areas,our country has vigorously pushed forward the construction of new countryside in recent years.The relatively centralized residence of farmers is a project promoted by the government.By encouraging the centralized residence of farmers to realize the urbanization of rural residents,the cost and time of population transfer can be reduced,and the process of citizenization of residents in rural and urban fringe areas can be accelerated.The relatively concentrated residence of farmers is an important part of the national rural revitalization strategy and an important way to realize the integration of urban and rural areas.It can not only improve the living quality of farmers,but also help solve the dual problems of the bottleneck of the development space of the metropolis and the tightening of the construction land index.Based on the analysis of the problems caused by the implementation of farmers'relatively centralized residence,this paper puts forward suggestions on improving farmers'sense of participation,improving the compensation system,improving the construction of public services,and strengthening the management of centralized residential areas,hoping to influence and accelerate the implementation of the overall work.
