摘要
快速路在提升城市交通运行效率的同时割裂了城市空间,引发了一系列生态环境和社会经济问题。“帽子公园”(Cap Park)作为一种重要的绿色交通基础设施更新方法,可以重新缝合被快速路分割的城市碎片空间,拓展绿色基础设施、优化土地资源配置、提升人居环境品质。尽管“帽子公园”在一些欧美城市得到了广泛应用,但在中国的发展相对滞后。文中通过对欧美城市“帽子公园”的发展实践与类型特征进行分析,从缝合城市、以人为本的存量更新理念,多方协作、公众参与的建设运营模式,多元目标、因地制宜的复合空间设计方面进行总结,为我国城市高质量发展下交通基础设施更新借鉴提供有益参考经验。
While improving the efficiency of urban traffic operation,freeways fragment urban space and cause a se⁃ries of ecological and socio-economic problems.As an important green transportation infrastructure renewal method,Cap Park can integrate the urban fragmented space divided by freeways,expand green infrastructure,optimize land resource allocation,and improve the quality of human living environment.While Cap Park has been widely used in some European and American cities,its development in China has lagged relatively behind.The paper analyzes the development practice and type characteristics of Cap Parks in European and American cities,and summarizes expe⁃riences for China's urban high quality development of transportation infrastructure renewal from the stock renewal concept of integrating cities and people-oriented,the construction and operation mode of multi-party collaboration and public participation,and the composite space design with multiple objectives and local adaptations.
