数字化赋能高水平专业群建设绩效评估研究——基于平台构建的实证分析

Research on the Performance Evaluation of the Construction of Digital Enabling High level Specialty Groups——Empirical Analysis Based on Platform Construction

目前,我国高水平专业群建设绩效评估在评估指标体系、数据客观性及监控平台建设上面临多重困境。遵循问题导向、数据协同、数字化管理等原则,构建了包括设备层、数据层、服务层和应用层在内的高水平专业群建设绩效评估平台。实证分析表明,该平台的应用加强了职能部门的互通互联,促进了建设者之间的协同共建,提高了绩效评价的信度和效率,为当前高水平专业群建设绩效评估提供了理论借鉴和工具支持。

At present,China’s high-level specialty group construction performance assessment faces multiple dilemmas in the assessment index system,data objectivity and monitoring platform construction,the paper designs the performance evaluation index system adopts the principles of problem orientation,data collaboration and intelligent management to build a performance evaluation platform for the construction of high-level specialty groups that integrates the equipment layer,data layer,service layer and application layer.The empirical analysis shows that the application of the platform strengthens the interconnection of functional departments,promotes the collaborative construction among builders,improves the reliability and efficiency of performance evaluation,and provides theoretical reference and tool support for performance evaluation of current high-level specialty group construction.
