论政府信息公开与档案开放利用的合理互动

Research on the Rational Interaction between Government Information Disclosure and Making Archives Available to Public

作为社会信息资源开放获取的前端和后端渠道,政府信息公开与档案开放利用在新的形势下可以相互影响和促进。文章简要回顾1978年后我国政府信息公开与档案开放的政策发展历程,提出在合理保护个人隐私和著作权的前提下,政府信息公开对档案开放利用具有牵引作用,而档案开放利用对政府信息公开具有保障作用。实践“为人民服务”的理念需平衡好个体利益与社会利益、政府利益与公共利益,做好并协调两方面工作:一要强化对政府信息公开和档案开放利用的监督,完善政府信息公开的监督评议制度和电子环境下档案开放与公布联动的监督机制;二要简化政府信息公开和档案开放利用的程序,破除阻碍政府信息公开和档案开放利用的壁垒。

As the front-end and back-end channels for the open access of social information resource,the government information disclosure and making archives available to public can exert influence and promote each other under the new situation.This article briefly reviews the development process of government infor-mation disclosure and making archives available to public as policies of China after 1978,proposes that on the premise of reasonably protecting personal privacy and copyright,the disclosure of government information has a traction effect on making archives available to public,and making archives available to public has a protective effect on the disclosure of govermment information.To realize the ideology of"for the people"needs to balance individual interests and public interests,government interests and civil interests,and pay attention to as well as coordinate the two aspects in practice:first,strengthen the supervision of government information disclosure and making archives available to public,improve the supervision and evaluation sys-tem as well as the monitoring mechanism for the interaction of promulgation and opening in the electronic en-vironment;second,simplify the procedure for the disclosure of government information and making archives available to public,and remove barriers that hinder the disclosure of government information and making ar-chives available to public.
