行政激活社会:乡村治理现代化的实践机制与路径选择

Administrative Activation of Society:Practice Mechanism and Path Selection Of the Modernization of Rural Governance

行政化导向的治理体系现代化只是在组织架构和制度规范上的行政体系建设,带来了行政替代社会、行政悬浮空转和行政消解治理的困境。乡村治理现代化应把重点放在行政激活社会上,通过治理资源激活群众公共参与渠道、增加治理事务并使其与群众诉求相一致、实现治理主体的有效整合与动员以及推进治理规则公共性重建,从而实现行政嵌入社会。在乡村治理现代化的具体实践中,资源协同提升治理能力、组织协同激发多元治理主体积极性、机制协同凝聚治理共识、发展与治理互促构建治理共同体,构成了行政激活社会的具体机制,也实现了治理体系和治理能力的协同推进。中西部农村地区乡村治理现代化的关键不应是单纯的行政化改革,而是要通过资源输入和民主协商,实现行政对社会的激活和动员,这是大部分农村地区推进乡村治理现代化的有效路径。

The modernization of administration-oriented governance system is only the construction of administrative system in organizational structure and institutional norms,which brings the dilemma of administration replacing society,administrative suspension and idling,and administration dispelling governance.The modernization of rural governance should focus on activating the society by administration,that is activating the public participation channels through governance resources,increasing governance affairs to make them consistent with the demands of the people,strengthening the effective integration and mobilization of governance subjects,and promoting the public reconstruction of governance rules to realize the embedding of administration into the society.In the concrete practice of rural governance modernization,the coordination of resources to improve governance capacity,the coordination of organizations to stimulate the enthusiasm of multiple governance subjects,the coordination of mechanisms to reach governance consensus,and the mutual promotion of development and governance to build a governance community constitute specific mechanisms for administrative activation of society,and also realize the coordinated promotion of governance system and governance capacity.The key to the modernization of rural governance in central and western rural areas should not be the simple administrative reform,but the activation and mobilization of society by administration through resource input and democratic consultation,which is an effective way to promote the modernization of rural governance in most rural areas.
