多闭环量化电网安全风险管控体系

摘要 为进一步降低电网事件风险等级,减少风险事件发生时造成的停电损失,提升协同管控能力,保障民、企电力保供需求,形成一种多闭环量化电网安全风险管控体系。通过风险量化评估与控制,在风险辨识和评估环节预先减轻和消除电网安全风险,并协同电网企业内外防控风险,实现电网安全风险全程量化闭环管理,有效达到规避、降低电网事故风险的目标,并对日后电网规划、设计建设和优化电网结构提出建议。 In order to further reduce the risk level of power grid events,reduce power outage losses caused by risk events,enhance collaborative management and control capabilities,and ensure the demand for power supply of citizens and enterprises,a multi-closed-loop quantitative power grid safety risk management and control system is stipulated.Based on risk quantification assessment and control,the risks of power grid safety is mitigated and eliminated in advance during the risk recognition and assessment process,and risks are prevented and controlled internally and externally by power grid enterprises.The goal of fully quantifying and closed-loop management of power grid safety risks is achieved,which effectively avoid and reduce power grid accident risks,and suggestions are put forward on the consequent power grid planning,design,construction,and optimization of power grid infrastructures.
