面向共享制造的数据治理接力链形成--基于接力三方演化博弈

Formation of Data Governance Relay Chain for Shared Manufacturing Model:Based on Relay Tripartite Evolutionary Game Analysis

数据治理对于以数据赋能驱动制造业高质量发展具有重要意义。基于信息生态链和接力创新理论,构建面向共享制造的数据治理接力链关系模型,通过接力三方演化博弈,系统分析仿真各方参与接力的策略选择和影响因素,阐明数据治理接力链的形成和稳定条件。研究表明:接力初期,成本障碍是制约数据治理接力链形成的主要因素;奖惩监管是克服成本障碍、避免“搭便车”和推进接力的有效手段,但奖惩力度要随接力关系的发展做出适应性调整;共治收益是维持数据治理接力链的核心驱动力。对此,提出促成接力的“自治先行—监管保障—利益驱动”阶段性策略。

Data governance plays an important role in driving the high-quality development of manufacturing industry by data emp-owerment.A data governance relay chain model for shared manufacturing was proposed by introducing the information ecology chain and relay innovation theory.Based on the evolutionary game of the three relay bodies,the strategic selection process and influencing factors were simulated,then the formation and stable conditions of the data governance relay chain were illustrated.The research shows:In the early stage of the relay,cost barriers are the main factors restricting the formation of the data governance relay chain;External supervision is an effective means to overcome cost barriers,avoid free-riding,and facilitate relays,but the level of reward and punishment should be adjusted with the development of relay relationships;Co-governance benefits are the core driving force for maintaining the stability of the relay governance chain.On this basis,a phased governance strategy to facilitate relay consist of"data self-governance first,regulatory guarantee and benefit-driven"was proposed.
