Connectivity and Effects:The Impact of the China-Lao Railway on Mekong Agricultural Cooperation

中老铁路是“一带一路”的标志性工程,为中国与湄公河国家互联互通构建了便捷的国际大通道。以中老农业合作为切入点,从农业投资、农产品贸易、农业科技合作3个维度分析中老铁路开通对澜湄农业合作带来的影响。中老铁路开通有助于扩大跨境农业投资与贸易,带动沿线农业农村发展,激活农业合作新动能,同时也存在农业生态安全、市场无序竞争等潜在风险。建议加强中老政策支持及战略对接,发展投资贸易全产业链布局,以重点农业项目促进合作,重视科技成果转化,优化沿线物流枢纽服务,促进中老及澜沧江—湄公河、中国—东盟农业合作稳步发展。

The China-Laos Railway is a landmark project of“the Belt and Road Initiative”,which has built a convenient international channel for the interconnection between China and the Mekong River countries.Taking the agricultural coopera-tion between China and Laos as the case,this article analyzes impact of the railway on the agricultural cooperation of Mekong countries from three dimensions:agricultural investment,agricultural trade,and agricultural science and technology coopera-tion.The China-Laos railroad helps expand cross-border agricultural investment and trade,drive agricultural and rural devel-opment along the route,and activate agricultural cooperation,while there are also potential risks such as agricultural ecologi-cal safety and market competition.The study recommends strengthening policy support and strategic connections between China and Laos,developing the whole industry chain of investment and trade,promoting cooperation with vital agricultural projects,attaching importance to the transformation of scientific and technological achievements into rural areas,and opti-mizing logistics services along the route to enhance the development of China-Laos,Lancang-Mekong River and China-ASEAN agricultural cooperation.
