基于管制安全防护系统的管制员“五步法”行为监控研究

Research on Five-step Behavior Monitoring of Controllers Based on ATC Safety Protection System

“五步法”工作程序是当前广泛应用于管制运行现场的一种风险防控手段,以此来规避管制员“错、忘、漏”事件的发生。由于人为因素的客观规律,管制员违章行为仍时有发生,传统手段很难对管制员的违章行为实施有效管控。本文基于管制安全防护系统以及管制运行“五步法”程序对管制员行为监控进行研究分析,希望探索出一条能够对管制员违章行为实施有效管控的技术路线。

The five-step-method work procedure is widely used as a risk prevention and control method to avoid the mistakes,forgets,and omissions in the control operation site by controllers.Due to the objective laws of human factors,controller violations still occur from time to time,and for traditional methods,it's difficult to effectively control controller violations.Therefore,this thesis conducts research and analysis on the monitoring of controller behaviors based on the ATC safety protection system and the five-step control operation program,hoping to explore a technical route that can effectively control the controllerviolations.
