清代河内籍官员治台成效及其成因

清代至少出了六名河内籍治台官员。他们在治理台湾地区期间,或为建设台湾地区竭智尽力,建言献策;或为保卫台湾地区加强海防,抵御外侵;或为稳定台湾地区制止械斗,平定叛乱;或为文化台湾地区捐资办学,兴盛教育;或为富裕台湾地区兴修水利,丰产农业,为保卫台湾地区、开发台湾地区政绩突出。河内籍官员治台之所以颇有成效,除了朝廷为他们提供势位和时间保障、治台政策的支持及台湾地区军民的理解与通力协作外,关键还在于治台官员的官德、官才和仕途经验,以及朝廷对治台官员的激励措施。

There were at least six Henei officials who governed Taiwan during the Qing Dynasty.During their governance of Taiwan,some of them offered advice and suggestions for the construction of Taiwan;some strengthened the coast defense and warded off foreign invasion for the defense of Taiwan;some stopped armed conflicts and quelled rebellions for the stabilization of Taiwan;some donated funds to establish schools for the education of Taiwan;some built water conservancy projects and developed agriculture for the prosperity of Taiwan.These officials made outstanding political achievements in defending and developing Taiwan.In addition to the official status,time guarantee and the policy offered by the Qing government,and the understanding and cooperation of the army and people in Taiwan,the key reason for the achievements lies in the morality,talent and career experience of the officials governing Taiwan,as well as the incentive measures of the Qingcourt.
