基于PMC指数模型的产教融合政策量化评价与优化

摘要 产教深度融合已然提升至国家战略层面,鉴于产教融合政策的指导性意义,以2017—2023年国家层面产教融合政策为研究对象,基于PMC指数模型法对样本政策进行量化评价分析,通过不同政策一级变量指标的横向对比及单项政策不同一级变量指标之间的纵向对比,进而根据分析结果提出政策优化建议。研究结果表明:国家层面产教融合政策整体安排较为合理,在政策工具、政策重点、政策评价、政策作用客体和政策领域表现较好,但政策性质、政策时效和政策保障存在较大优化空间,亟需提高政策科学性、确保政策连贯性、强化政策保障性。 The deep integration of industry and education has been promoted to the national strategic level.In view of the guiding significance of the policy of industry-education integration,this paper takes the policies of industryeducation integration at the national level from 2017 to 2023 as the research object,and makes a quantitative evaluation and analysis of the sample policies based on the PMC index model.Through the horizontal comparison of different policy-level variable indicators and the vertical comparison between different policy-level variable indicators,the article puts forward policy optimization suggestions based on the analysis results.The research results indicate that the overall arrangement of industry-education integration policies at the national level is relatively reasonable,and performs well in policy tools,policy priorities,policy evaluations,policy role objects,and policy fields.However,there is a significant room for optimization in policy nature,policy effectiveness,and policy guarantees,and it is urgent to improve policy scientificity,ensure policy coherence,and strengthen policy guarantees.
