元治理视角下南京都市圈体育协同治理研究

Research on Sports Collaborative Governance in Nanjing Metropolitan Area from the Perspective of Meta-governance

通过文献资料梳理、实地调研、逻辑分析等研究方法,对南京都市圈建设背景下的体育协同治理进行研究。体育管理向体育治理跃迁是社会发展与体育实践的必然,元治理是政府对体育治理更高维度的调控与校准,是形成体育治理体系闭环机制的应有部分;南京都市圈体育协同治理体系包含跨区域协同治理与多元主体协同治理2个维度,且在不同区域协同发展形势中,其跨区域协同治理机制存在着差异。在多元主体协同治理体系中,政府主体起着主导作用,且主要通过政策工具调节市场主体与社会主体的职能定位;市场主体主要通过市场机制实现对体育各类资源配置;社会主体则主要以实现共建共享共治为目标。研究证实了南京都市圈一体化有助于实现体育协同治理,同时都市圈内的行政壁垒如不能很好消除,将会导致社会主体、市场主体功能的失效,进而诱发多元主体体育治理体系的失衡。

Through literature review,field research,logic analysis and other research methods,it studies sports collaborative governance under the background of Nanjing metropolitan area construction.According to the research,the transition from sports management to sports governance is the inevitable result of social development and sports practice.Meta-governance is the regulation and calibration of higher dimensions of sports governance by the government,and it is the due part of the closed-loop mechanism of sports governance system.The sports collaborative governance system of Nanjing metropolitan area includes two dimensions:cross-regional collaborative governance and multi-subject collaborative governance,and there are differences in the cross-regional collaborative governance mechanisms in different forms of regional collaborative development.According to the research,in the multi-subject collaborative governance system,the government plays a leading role and adjusts the functional positioning of market and social subjects mainly through policy tools.Market players mainly realize the allocation of sports resources through market mechanism.The main body of society aims to achieve co-construction,sharing and co-governance.The research confirms that the integration of Nanjing metropolitan area is conducive to the realization of collaborative governance of sports.At the same time,if the administrative barriers within the metropolitan area can not be eliminated well,it will lead to the failure of the functions of social subjects and market subjects,thus inducing the imbalance of multi-subject sports governance system.
