[目的/意义]科学总结“一带一路”十年来取得的成就,阐释“一带一路”的建设意义,并构建“一带一路”优化与升级路径,对推动“一带一路”高质量发展具有重要意义。[方法/过程]本文基于“一带一路”建设的世界意义,从“通”“共”“实”“暖”四个维度全面总结“一带一路”倡议实施十年的成效,进而提出优化与升级“一带一路”的方向与路径。[结果/结论 ]经过十年的发展,“一带一路”已经进入精耕细作的阶段。未来,仍需要正本清源,用事实说话,澄清疑惑。对于“一带一路”倡议下一步推进的复杂性,要有充分估计,从世纪工程的定位、提升建设效率、统筹国内国际发展、理论与实践相结合四个角度着力,继续打造“一带一路”旗舰项目,建立健全“一带一路”合作治理机制,做好“一带一路”与区域发展战略的衔接,深入开展“一带一路”研究,推动“一带一路”高质量发展。

[Purpose/significance]It is of significance to scientifically summarize the achievements of“the Belt and Road”Initiative over the past ten years,explain the significance of the construction and construct the optimization and upgrading path of“the Belt and Road”Initiative for promoting the high-quality development of“the Belt and Road”Initiative.[Method/process]Based on the global significance of the construction of“the Belt and Road”Initiative,this paper comprehensively summarized the effectiveness of“the Belt and Road”Initiative on its 10th anniversary from the four dimensions of“communication”,“common”,“Real”and“Warm”,and then put forward the direction and path of optimizing and upgrading“the Belt and Road”Initiative.[Result/conclusion]After a decade of development,“the Belt and Road”has entered a stage of fine-tuning.In the future,there is still a need to clarify the facts and clarify the doubts.The complexity of the next step of“the Belt and Road”Initiative should be fully estimated,focusing on four perspectives,namely,the positioning of the project of the century,improving construction efficiency,integrating domestic and international development,and combining theory and practice.It will continue to build“the Belt and Road”flagship projects,establish and improve“the Belt and Road”cooperation and governance mechanism,do a good job of connecting“the Belt and Road”with regional development strategies,conduct in-depth research on“the Belt and Road”,and promote the high-quality development of“the Belt and Road”.
