数据驱动的公共政策研究——以敏捷智库实践为例

Data Driven Public Policy Research:Take the Agile Think Tank Practice as an Example

[目的/意义]公共政策是协调社会群体间的利益公平分配、服务社会生态系统均衡发展的有效工具。中国式现代化发展新征程要提升国家治理能力现代化水平,必须切实加强公共政策研究。[方法/过程]本文在政策科学的理论体系下,基于数据驱动的认知与实践,结合价值网络分析理论,构建了敏捷数据驱动系统,遵循“敏睿感知—明智决策—迅捷执行”的流程耦合大数据技术与方法,为政策研究提供新的思路。[结果/结论]公共政策研究是一项与时俱进的系统工程,在大数据时代,应以数据驱动革新理论及方法,创新路径及工具,不断提升政策分析的民主性、政策决策的科学性以及政策执行的敏捷性。

[Purpose/significance]Public policy is an effective tool to coordinate the fair distribution of interests among social groups and serve the balanced development of social ecosystem.In order to improve the modernization level of national governance capacity,we must strengthen public policy research in the new journey of Chinese modernization.[Method/process]Under the theoretical system of policy science,this paper constructs an“agile data-driven system”based on data-driven cognition and practice combined with value network analysis theory,and provides new ideas for policy research by coupling big data technology and methods from the process of“sensitive perception-wise decision-quick execution”.[Result/conclusion]Public policy research is a systematic project that keeps pace with the times.Facing the era of big data,data-driven innovation theory and methods,innovation paths and tools should be used to continuously improve the democratic policy analysis,the scientific policy decision-making and the agility of policy implementation.
