摘要 [目的/意义]培育高价值专利是加快实施创新驱动发展战略、建设知识产权强国和实现经济社会高质量发展的需要。对高价值专利培育的系统性进行研究,对于这项工作的全面高效开展具有重要意义。[方法/过程]运用系统思维对高价值专利培育的概念进行界定,对高价值专利培育的系统特性进行分析,并以江苏省高价值专利培育工程的成功实践为案例进行实证分析。[结果/结论]高价值专利培育是以产出具有高技术价值、法律价值、市场价值的专利为目的,由科技创新、专利申请、专利运营三个要素及其子要素相互联系、相互作用组成的有机整体。高价值专利培育系统具有整体性、结构性、层次性、环境关联性等特性。开展高价值专利培育必须重视和坚持其系统性。 [Purpose/Significance]Cultivating high value patents is necessary to accelerate the implementation of the innovation-driven development strategy,build an intellectual property power,and achieve high-quality economic and social development.The research on the systematicness of high value patent cultivation is of great significance for comprehensive and efficiently development of the work.[Method/Process]By system thinking,the concept of high value patent cultivation is defined,the systematic characteristics of high-value patent cultivation are explained,and the successful practice of high value patent cultivation project in Jiangsu Province is used as an empirical analysis.[Result/Conclusion]The high value patent cultivation is an organic whole composed of three elements and their sub-elements:scientific and technological innovation,patent application and patent operation,with the aim of producing patents with high technical value,legal value and market value.It has the characteristics of integrity,structure,hierarchy and environmental correlation.The development of high value patent cultivation must pay attention to and adhere to its systematicness.
