上海市绿色低碳特色园区创建路径分析

Analysis on Creation Path of Green and Low Carbon Characteristic Parks in Shanghai

推进园区绿色低碳特色化发展是落实我国“双碳”目标实现的重要措施之一。分析了上海市产业园区发展现状和能源转型需求,梳理了国家和市级层面推动园区绿色发展相关政策,提出园区绿色低碳发展相关建议。40多年的改革开放发展,上海已形成丰富多样且较完整的现代工业体系,上海产业园区数量庞大,现有各类园区160余个,其中国家级园区36个、市级园区48个、各类产业基地17个、产业园区60个,公告的国家级经济技术开发区6个、海关监管开发区9个、高新产业区2个,市级工业园区和科技园区39个。

Promoting the green and low carbon characteristic development of industrial parks is one of the important measures to achieve the"Double Carbon"goal in China.This paper analyzes the development status and energy transformation needs of Shanghai industrial parks,sort out relevant policies of promoting green development of parks at the national and municipal levels,and put forward relevant suggestions on green and low-carbon development of parks.After more than 40 years of reform and opening up,Shanghai has formed a rich and relatively complete modern industrial system.There are a large number of industrial parks in Shanghai,with more than 160 existing industrial parks of various types,including 36 national-level parks,48 municipal-level parks,17 industrial bases of various types,60 industrial parks,6 national-level economic and technological development zones,9 customs supervision and development zones,2 high-tech industrial zones,and 39 municipal industrial parks and science and technology parks.
