Revisiting Government's Energy Saving Management and Law Enforcement under"Double Carbon"Goal

节能管理和节能执法的实施效能,直接影响着我国碳达峰碳中和目标的实现。试从经济学的视角,以典型案例分析的形式,对政府节能管理和节能执法进行分析和解读,将两者实施过程的合法性、合理性与能源资源配置的经济性、效率性相对照,并从最大限度追求能源资源配置效率出发,系统地论证碳达峰碳中和目标下,节能管理和节能执法发展的新要求,以期对我国碳达峰碳中和目标的最终实现有所增益。

The implementation effectiveness of energy saving management and energy saving law enforcement directly affects the realization of China's Carbon Peaking and Carbon Neutrality goals.From the perspective of economics,this article analyzes and interprets the government energy saving management and energy saving law enforcement through typical case studies.The legality and rationality of the implementation process are compared with the economy and efficiency of energy resource allocation,and the new requirements of energy conservation management and law enforcement development under the goal of carbon peaking carbon neutrality are systematically demonstrated from the perspective of maximizing the efficiency of energy resource allocation,in order to gain the ultimate realization of China's“Carbon Peaking and Carbon Neutrality”goals.
